when you put the shirt on make a mark about how far down you want the neck line to be. then take it off and fold it in half and cut along the mark. and you don’t have to sew it since tshirts don’t fray but you should put a stitch so it wont stretch. here’s an online idea. http://community.livejournal.com/t_shirt_surgery/2050500.html
